Mounting PIAA 520's

I just bought the PIAA air dam and the set of 520's, but I don't have any mounting brackets. anybody know what custom fabrication I should do to mount these so they shine through the holes?

The air dam should of come with 4 brackets. 2 primary, part #s 30531, 30532 and 2 secondary part # 30533 and 30534.
