NHSTA/DOT ban HID kits..........

Got this from another forum I administer:

A little bit of background. NHSTA/DOT has been trying to introduce new laws to regulate the sale of HID... well.. they just decided to BAN ALL HID KITS. They do not have a set regulation because HID does not use a filament.. therefore, no matter how accurate the HID kit is, it fails because of that ONE requirement. Well, DUH, HID has no filament, so it automatically fails.

After 8/15/2003, HID kits as you know it will never be sold again unless new laws are made. I'm sure there are all types of legal issues here, for one, this has all been done without anyone knowing. After 8/15/03, there will be a $5,000 fine PER DAY for vendors selling HID kits.
So does anyone think companies like http://www.brightheadlights-hid.com/ will start blowing out their inventory at lower prices?

I know of one company that deals in CATZ HID conversions that is.

My hunch is 'no'. They won't blow out their inventory as I'm sure that there is an active lobby on behalf of all the HID lighting manufacturers in DC.

On the flip side of that coin, with the much anticipated release of the 2004 with a new headlight config, I would expect to see direct replacement units, like the Sylvania Xenarcs, to drop in price as they will be 'late model' replacement equipment.

Further, with respect to the Xenarc system. It meets and/or exceeds the Federal Motor Vehicle Safety Standard (FMVSS) 108 and Society of Automotive Engineers (SAE) Specification J2009 for Discharge Forward Lighting Systems. The FMVSS is mandated by DOT.

Hey Clemho... please cite your source concerning your earlier post.

From all I can tell after some extensive research, the US DOT is simply looking into revising 49 CFR Part 571 which governs forward mounted headlights, specifically, FMVSS 108.

http://www.nhtsa.dot.gov/cars/rules/rulings/glare.html

http://www.usatoday.com/money/autos/...complaints.htm

First of all, no laws have been passed that I have located however; there is extensive discussion about the safety issues associated with HID because of over 1800 complaints formally filed with US DOT (NHTSA).

If legislation passes and/or is imposed, there will be a tremendous backlash as I'm sure a good majority of the 'people of power' in this country drive HID equipped vehicles. I wouldn't expect that the USGOV would make current users of HID change to non-HID lighting sources however; if such an occurance were to happen, I suspect that enforcement would be next to nil and that the legislation would be non-applicable to vehicles already equipped with HID.

RP,
After your install, did you have the HID's aimed?
Where Ford dealership or a collision shop....
Just finished with grill and HID mods and want to finish it up.

Frank

I actually did the aiming on my own. I purchased a headlight adjustment tool off of ebay and lined them up by parking approximately 20' from a garage door and aiming them. Very simple to do yourself.

That is true it is very easy to do yourself as far as aiming. I use to aim my lights in other cars, you can put some marks on a wall with tape, pull back a specified distance and then aim them.

I couldn't find any articles on the NHTSA website supporting the vendor's (from E46) claim that NHTSA had banned HID kits....anyone else? Sounds like a clever sales tactic to me.

Steve, I was able to find where the NHTSA had opened a case for comments however; nothing had been solidified as far as the next step.

In the article (which I can't find right now) it mentioned that the NHTSA had recieved numerous complaints from people complaining of temporary blindness while passing a HID equipped vehicle going the other way. Thus, because of the numerous complaints, they were looking into ways to curtail the events.
