Audiocontrol makes a great piece. But my favorite 50 and under LOC is the Install Edge LOC from BBY (2 channel) and my fav 4channel LOC is the Peripheral LOC also at BBy.

The PAC's are worthless. There is no adjustment controls. Just the straight 10:1 stepdown.

P.S. I work for CCity. That ought to say something.

is there one that does not requiring splicing of the factory wiring and can be removed if necessary?

Yes and no. Pick up a Metra 71-5520 and a 70-5520. This is a harness and reverse harness, wire it up and its plug and play. No real cutting.
