How to remove panel under steering wheel.

I'm looking to add a 3 bay switch plate for emergency lighting and looking behind the panel under the steering wheel looks to have a good area to cut and mount. I don't know exactly which screws need to be removed and I don't want to break anything. Using driving direction as a looking forward orientation, I know there is a plastic clip on the bottom left side of the panel. If I'm not mistaken there are three screws along the bottom edge also holding the panel and they all have limited access. Can anyone confirm?

Are you talking about the bottom part of the dash under the steering wheel?
Take the shroud off the steering column, three screws underneath, and bottom piece unsnaps from the top piece. Take the bottom part out and the lower dash panel unsnaps at the top edge and is hinged on the bottom. It swings down and gives you access.
