Sure it is a problem...or it can be.
The phasers themselves are actually just a symptom of low oil pressure caused by leaking tensioner gaskets, which puts slack in the timing chain, which grenades the tensioners and even the timing cover--all of which ends up in the oil pan, blocking the oil pump pickup and ruining the top end if left unchecked long enough.
What do you feel like poking at first?
(IOW, if you want to swap phasers thinking that solves everything, you may indeed be disappointed.)
