Not sure if this is a result of the slower MFT interface over the previous navigation setup in my 2012, but the rearview camera is real choppy when showing any movement. My 2012 was very smooth like watching any video, but this new one is very choppy and hard to watch when reversing or watching a vehicle drive behind you.

My question is, is this normal for the MFT system? Or do I potentially have a bad camera?

Have 13 Platinum and camera video is very smooth. Get it checked..

My expertise is in the MyFord Touch's primary functions mainly, but if you feel this is a persistent issue I would definitely recommend contacting our customer relationship center. They might be able to provide some advisement on your rear camera functionality: 1-800-392-3673, options #1 then #5.
