Bed liner questions

Bought a Ford bed liner last weekend for my 2012 and installed it today. The main section installed without a hitch.

The tailgate liner went in with the supplied smooth-shanked washer-head Torx screws:

They sort of "eased into" the holes but never tightened up in any sense of the word. The instructions said to torque to 2.7 foot-pounds, but I think I'll be lucky if these things don't eventually just fall out from road vibration. Anyone else encounter this?

I was somewhat perplexed that the tailgate liner went in over instead of under the top rail, unlike the rest of the bed liner. Is this really correct?

My final question was about the "lower board notch" and "upper board edge bevel" diagrams found on the last page of the instructions. It's a problem when they try to make instructions so multiingual and comic-book that they just don't bother to explain what the diagrams mean. I think the upper figure represents a long board that fits across the bed with a bevel on both lower edges to fit in one of the two molded-in brackets on the sides. (Can you tell this is our first pickup?) But I haven't the foggiest what this "upper board" thing is or where it goes. It looks like there is a slot for a vertical two-by-four-ish partition at the base of each side near the rear, but those wouldn't be "upper" anythings. What is the piece represented by this diagram, and where does it go?

That reminds me of my first pick-up when I had a dealer install a large box in the bed. I watched him use sheet metal screws and commented . He said they do that all the time and never had a problem !! It didn't take very long for the problem to show up and I installed it a better way !
IIRC my '09 has threaded inserts permanently attached to the tailgate and machine screws fasten the plastic insert. They gave you longer screws to make up for the thicker plastic.
Thatscrew of yours is tapered an if it loosens even a bit it will be very loose !

I didn't supply the screw shown, it came in the installation package for the bed liner, straight from the dealer. The instruction sheet shows an image of a "bolt-ier" machine screw, not the tapered one that came in the package.
