If you have it set to dash only and you are still getting it on your feet then there has to be a disconnect behind the dash. Perhaps something in the dash assembly has come loose or was not assembled correctly at the factory. I say go see your service department.

Yeah I would take it in, I once had a ranger that the rod came off and I got no floor heat and my feet froze all winter

There have been threads about this in the past. It is just normal operating procedure.

Get used to it. Nothing to change it.

I tried my AC on the way home last night just to see if my 2010 XLT Scab had the same problem, it does not. If I have the dash vents selected everything comes through the dash, rather forcefully actually. It's really nice compared to my 2000.

I think if you have it on Maxair it will come out of the dash vents and floor. But I think you do have something wrong. I would take it in.

Mine comes out a little on the floor too, no matter where I intend the air to go. I only notice it when I have flip-flops on.

My Navigator was awful at it, I actually stuffed a ball in to the vent during the summer. Makes me wonder if its a Ford feature?

Mine does the same thing. I was on a 250 mile trip and my upper half was hot while my feet were freezing.
