THis this right (bolt out)

Truck has 10,000kms on it ..

While installing the bug deflector I dropped a bolt and needed to find it .. Found it but also found another bolt near the battery just sitting there .. looked around and found out where it's from.. AM I right in saying this is the valve cover? why would this be off?

Yep, that dull metallic thing is a valve cover. Not sure about the two holes. Maybe a part of the machining process or temproray bolt points to assemble the engine. It looks like all of the valve cover bolts are in from where you see the gusseted indentions that have bolts in them.

It does look like some oil residue at the very front bottom of the valve cover.

Is it leaking? Do you smell oil burning? Have you noticed a small drop in your oil level on the dip stick?

The bolt could have just been laid down by a line worker. It is just amazing that it has sat there for 10,000km.

I had an uncle that did paint and body work. He used to have some good stories of about things he would find in cars when he had to remove the carpeting and interior to do body work.

No bolt gets installed there. I looked at mine and one other....just a hole, probably for assembly as previously mentioned.

it does look like your valve cover is leaking a bit of oil at the corner.

that spot for a bolt is where the trans dip stick tube mount use to bolt to, there is nothing missing in those pics.
