Great, more loud exhaust terrorizing the public. Remove mufflers and cats (violating Federal law), lol. Why...

Step 1. Buy, rent, or borrow a Sawzall
Step 2. Cut exhaust pipe BEFORE catalytic converters.

Loudest? Yes.
Cheapest? Yes.
Sounds terrible? Yes.
Legal? No.
Results in check engine light on? Yes.

In all seriousness though, the cheapest muffler replacement that would equate to the loudest (short of straight pipes) sound would probably be a glass pack, a.k.a. the big red Thrush tube(s). They're dirt cheap, and can be made even louder if you run the truck for awhile and then sray the inside of the muffler with cold water. Thermal shock breaks the glass, therefore reducing what little muffling effect these offer.

**Disclaimer: I personally think glass packs sound like ***. I also don't condone spraying water into a glass pack to make it louder, but I've seen it done.**

Magnaflow makes pretty decent bolt-on muffler systems for the F-150 that are reasonably priced, throatier/louder and actually sound nice AND allow you to carry on a conversation in the cab. Check out their website and give them a call.
