Angry Low power to 7 pin, Blue "electric brake" wire only at 3 volts

Just Installed the Hydrastar 1600 electric compression brake kit on my boat trailer. Everything was wired in and the pump was not activating. Hooked my neighbor's truck up to my trailer, worked just fine and the pump activated when the brakes in the truck were depressed. Called Hyrdastar customer service, they said I needed 12 volts from the positive on the 7 way (black wire) and 8-10 volts Electric Brakes (blue wire) coming out of the hitch. I am getting 12 volts from the positive/black wire but only 3-4 volts from the Electric Brakes/blue wire. Anyone know or have any idea why i am not getting enough volts from the blue wire. Even went out and purchased a new brake control module, same issue.

2006 F150 5.4 4x4 with a Prodigy Electronic brake control.
