What does this plug go to?

Ever since I have owned this truck a couple of the wires on this plug have been cut and not connected. I assumed it maybe had a aftermarket alarm or remote start on it at some point. It has never caused any issues that I am aware of but now that I cant start the truck I am curious if these wires are causing part of the issue. I tried looking for a diagram but cant make heads or tails of them.

If you just now can't start the truck and these wires have not been connected for some time then I'd say that they are not the immediate problem. IMO leave them alone until you get your immediate problem fixed, if you go messing with them now you're likely to create another problem and then you won't know which of the two situations is the real problem.

My advice is to get a FACTORY electrical service manual NOT an aftermarket one, and use it to fix them when you get to that. But for now, no one on here can advise you on your immediate problem since there's too little to go on. I'll just say this, it only takes air, fuel and an ignition spark to make an engine run, concentrate on each of those and figure out which one is missing and then find out why. (Have you pulled off an a spark plug lead to see if you're getting an ignition spark? Have you tried to start it with either? or by putting a SMALL amount of gasoline directly into the carburetor or air intake? (I'm not familiar with the 97s so i don't know if has FI or carburetor)).
