2004 Parking Brake Cable

I replaced my left-rear parking brake shoes and rotor/drum. The brake cable, however, doesn't work. Depressing the parking brake pedal pulls the cable to actuate the passenger-side brake, but the driver-side cable doesn't move. I attach a photo of where the two cables join. The cable on the left goes from the pedal to RR brake, and it pulls when the pedal is depressed. The steel fitting that connects the Driver-side (LR) brake doesn't move. Am I missing a part?

When you replaced the driver's side shoes/drum, did you replace the little scissor actuator that the cable goes into, or at least disassemble and lube it's pivot?
Also, that cable looks quite rusty. It might just be seized up and needs to be replaced.

Yes, I did replace the brake actuator. The original was all ground up. I ordered a new cable, so hopefully that will explain to me how the darn thing works.
