Power Issues
Like I said, it's an electronic throttle, and that behavior is not normal. The only "governor" in the system is a RPM limiter (set around 5400) and speed limiter (set around 98). The WOT shift points are around 5000 or so. All electronically controlled.
You sure about that?
My OD band is broken or a actuator is gone. I know its not a related issue.

Power steering systems listed in TSB 07-1-7 can continue to be service with Premium Power Steering Fluid, XL-9 or F7AZ-3F823-BA (specification # WSA-M2C195-A).
Ford does not recommend the use of any products that do not meet the above specifications or ATFs that claim to be the equivalent of MERCON or being acceptable for these applications.

The 04 has an electronic throttle - I suspect you have an electronic issue, not a mechanical issue. Have you checked the OBD2 for codes?

Most universal ATF meets ESP-M2C166-H specs. Mercon V will not hurt the transfer case, there are no soft parts in it. Although not speced for it, I'd bet motor oil or even gear lube would work fine, the only reason they use such a thin fluid is for gas mileage.
You are entitled to your opinion, but I'm betting on the throttle isn't opening correctly.
Now - do you have the same issue in 4-HI? If so, then I might buy a mechanical problem, such as binding up due to different front/rear tire sizes or axle ratios. If it were binding, I'd expect to hear some pretty nasty noises.
If the truck works correctly in 2 wheel drive, then its a transfer case inner problem or a front differential problem. If it only looses power in 4WD, That my take on it! FYI Transfer fluid!

It isnt just in 4 wheel drive. 4 high works normal but when I put the shifter into the 1 or 2 position in 2wd it feels like my power is governed. My undertsanding is 1 and 2 position are lower gear ratios then D aswell as 4 low compared to 4 high but in this ford it feels like it limits the power as well. I talked to the previous owner who bought it new and says thats the way its always been.

glc thinks its a electronic issues. Get it hooked up to a good diagnostic computer. I AGREE, You should only have to move your gas pedal a little bit, not halfway to get the truck to move in 4 low unless you are on dry blacktop making a turn! Make sure all your tires are the same size and manufacturer and same air pressure too. I would take it to a dealer at this point.
I have to press the throttle 1/2 before my truck moves and full throttle I am barely moving with no torque.
