How do you make these black grills shiny and black again? is it some sort of shoe polish like paint you can apply to it?

A lot of people have used krylon fusion. It's a paint meant for plastics and comes in different levels of gloss. Just make sure you prep well. Clean and lightly scuff.

Others have used the heat gun trick with varying degrees of satisfaction. There are products out there such as black wow, etc. however, they only last till it rains and sometimes leave streaks.

Black Wow is a dressing and does not last all that long. Looks great while it's fresh though! However, there are trim dyes out there that work pretty well and are easier to work with than prep and paint.

I dunno about your grill, but my 03 XL dark gray grill came right back with rubbing compound (I used Megs M105 by hand) and PlastX.

Thanks guys. Its not bad or anything but I wondered because I saw a little light fading if I could possibly make it back shiny and black like factory. I dunno why it does not show up in my posts, but if you click on my profile, you can see a pic of my truck.

No pic of your truck is showing up in your profile. Either paint it with krylon, or use even armor all on it. It'll bring the life back, just not for very long.
