Cool brakesystem

I mostley do my on repairs to save money my question is I had to put new rotor/hub assembly on my 08 f150 before I put new one on when I applied brakes it had sort of a drag sound an I couldn't have old ones turn because its a one piece my point is should I have put new pads also still drags with new rotor/hub no new pads I show could use and answer on this one thanks
