What part is this

First pic, it is located right behind the front license plate. It is leaking and making a mess on the suspension (other pics show mess)

So I'm guessing that is the power steering fluid going everywhere?

I edited my post to say filter.....its probably an add on if you bought your truck used...

Seeing the hose clamps on it doesn't make it look factory....

I'm the original owner. Everything is factory, it has the towing package from 2004 which gives it a beefier transmission cooler. Not sure if anything is low I'll have to check. I recently had wood rats build a nest in my engine bay and they chewed up the evap hoses, they may have chewed this up too.
