Am I missing the rear seat belt here? Is the middle strap supposed to come out of here? There is no strap period. Also does the vertical part of the rear seat move at all? What are those straps for at the top?

 

I think they are for car seats could be wrong tho

Mine has a lap belt in the middle, i got the super crew idk what cab you got but i know i got something similar in my back seat plus the teather thing to hook the car seat in. i have never used mine so i don't really know what else to tell ya lol

first - what truck are we looking at? Your profile info shows 1997 as the model year but you have a newer truck on the right side of your signature.

If this is your 2004+ truck then yes, there should be a shoulder strap in the middle. My 2004 SCAB has a shoulder strap there.

And the "straps at the top"... do you mean the one loop in the center? I'm pretty sure that is for a car seat.

You are missing the strap and the plastic cover piece. Here is a pic of my back seat middle seat belt:
