'06 supercrew steering problem

Hi, I have a an '06 supercrew 5.4L 70,000km (43500 miles) with a steering problem. I'm getting 'flat spots' or 'drag' when I turn at parking speeds. This occurs at 180 deg intervals when I turn the steering. At cruising speeds there is no apparent drag in the steering. I was thinking that it may be a worn powersteering pump but there is no fluid leakage. A friend at work suggested binding steering joints... Has anyone encountered this in their vehicle?

well I checked out the steering column joints this weekend, sure enough the column was the only rusted item under the hood. since there were no grease fittings on the universals I soaked the joints in light duty oil (better than nothing I suppose) and there seems to be less drag or binding now, a little time will tell.
