cowl question

My cowl is in bad shape the rubber pieces are basically chewed up and it does not sit very well aganist the windshield. It also looked very white I used the heat gun on it and it looks much better.

My question is with those rubber pieces just there not really stopping any water Is it ok to leave like that or will it make it leak in cab somewere?
Or is the plastic part of the cowl just for looks anyway?

I kinda thought from looking at it that it was more like a leave guard than anything else.
