Antenna Base Removal?

Antenna Base Removal?

I have lost reception and after trouble shooting it appears to be a problem with the antenna. There is some corrosion inside the base where the antenna screws in and im guessing something is wore through or just needs to be cleaned up a bit. My question is how in the heck do i get the black plastic cap off to access the antenna mount? It wiggles around a bit but doesnt seem to be held in by clips. It almost seems like it is held on by the antenna. But the scres are under the plastic cap so to remove the antenna the cap needs to be off right?

Any suggestions, pics or comments would be greatly appreciated.
