questions about replacing wheel hub

i have an 04 FX4 that my wife drives.. recently the front wheel hub locked up. while tearing it down, i noticed there is another part broken. i THINK it's the lockout for the 4wd, but i'm not 100% sure. it's on the back of the wheel hub, and it has 2 vaccuum lines that plug into it. it is held to the spindle by 3 8mm bolts.. whatever this piece is, it broke the ears for the bolts and spun it 180 degrees...

what is this thing? am i correct in assuming it's the lockout hub for the 4wd?

yes also commonly known as an IWE (integrated wheel end) it engages the front cv axle shafts by vacuum when u put the truck in 4wd.
