A/C Drain TSB Completed Floor Still Wet?????

Over the weekend I installed the rubber elbow on the A/C drain per the TSB. Last summer I pulled the seats and carpeting out to allow me to dry out the carpet backing. I took that opportunity to cut out a section of the backing so that when it got wet again, I can just remove the wet section. Well, ever after performing the TSB and removing the backing to dry things out. The carpet is still getting wet.

I've checked the drain on the inside of the truck and there's no sign of water coming in. I'm now wondering if my truck has both the A/C drain issue and the passenger side wiring harness pass thru leaking issue. I'm confident that I do not have water coming in from the 3rd brake light. (Verified this when I removed the interior last summer.)

Any ideas? Plus, does anyone know if Ford fixed any of these issues with the 2009/2010's. I have heard folks having leaking 3rd brake lights.
