Truck will not go into configuration mode?

So, I finally got my HID's put in last night. First order of business was to disable perimeter lighting.

Look in the owners manual. Close all doors, turn key from off to on (past acc, 3 position), press unlock 3 times, then back to off, press unlock 3 times, then back to on. Should hear horn chirp. Nope.

Tried it 5 times I believe. Not working. Even honked my horn to make sure it was working. Sorry to the jogger who happened to be on the sidewalk in front of me, if you need new underwear, I understand.

What in the world? Is there another way to disable perimeter lighting?

I've used the driver configuration mode before with no problem. The only possibility I can think of (which I just thought of while typing this) is that since my seat belt dinger is unplugged on the drivers side that it might be messing with it? (I ALWAYS wear my seat belt when on the road btw, it just got annoying when on the hunting land).
