Is This A Scam?

Hey, my buddy is looking to buy a F-150 and when I was helping him look I came across this:

So me, being a little skeptical emailed the owner and he says this:

"hi, the price is ferm and correct and the truck is in perfect condition. I am the first owner and there are no scratches or any dents on it, never smoked in, very well maintained, please check the pictures. I have a clear title for it, no liens or loans. I have all the papers of the truck and the service history as well. The truck has no technical problems, it's in full working order. It is certified and e-tested! The truck is registered on eBay's Vehicle Purchase Protection. thanks and let me know if you want me to explain the entire procedure of this program. I will do my best to answer you swiftly"

I was wondering what you guys think of it... Usually a truck like that would go for $18-19k here in Ontario. Thanks..

Yep, this is a scam. I found a boat on craigslist like that and they emailed me back the same exact thing. It was supposed to be local and numerous times I told him I had to come look at it before I paid any money. Every time he just gave me the run around. There is NO way it is covered under the Ebay protection if its not being sold on Ebay. Don't even bother with it.

    I bought my 05 supercab xlt 4x4 w/ 76,000 miles for $7500. It had a few scratches and a couple of quarter size dents on it. I also have the service records for it.

    Its a SCAM!! Ive been using ebay for close to 15 yrs and theres no such thing as ebay buyers program. Ive seen these before and more than likely theyll ask you to go to walmart moneygram center and send the money to a guy who claims to work for ebay and says he'll hold the money til the truck ships. BS!
