Tight power steering

I don't drive my truck much anymore it sits in the garage most of the time. the last couple of times I drove it the power steering is very tight, like every 1/4 turn it gets tight almost like its binding, doesn't want to come back on its own after a turn either, any sugestions, and yes the fluid is full and no whine

If it doesn't wanna go back to center it may be ball joints
