Question 4x4 prob driving me nuts...

Hi all. I have an issue with what sems like my transfer case popping out of 4x4 when going forward. The 4x4 works and holds just fine in reverse no matter how hard I punch it. However, when going forward, it immediately pops back into 2WD. Now, would a bad IWE work in reverse but not forward? I unplugged all sources of vacuum to the hubs which should lock them in via the springs inside. Even after i did this, it still kicked out of 4x4. I replaced the tcase shift motor cuz i get parts at cost, but that wasn't the solution. I'm hoping that there isn't something broken in my tcase, cuz thats more expensive than replacing the IWE's hahaha. If anyone has experienced this or may be able to shed some light on the situation, I would be greatful! Thanks everyone!

I'd say its something in the tcase because the iwe's would have locked in with the vaccum off
