i attempted to take them off, but looking underneath them, taking them off would be weird because the rolled part of the metal doesnt look like its finished smooth where you could do that

 

Sand them down, use a good filler, and paint them.

 

The black pieces? I had to take one off after one of my wrecks and there are screws and metal clips. Be careful as the clips will snap out of the black plastic piece (break). I broke one of mine and used double sided 3M tape to reattach it. Worked like a charm.
