I bought a used upper bumper off of eBay, painted it, and swapped it out on my XL.

It was about $130 shipped for the bumper cover. It had slight damage but looks new with the hood down (a 2 inch rip is covered up by the hood being down. To have it painted, and installed along with the painting of the grill surround that I had painted it was $600 installed. I had it professionally painted and installed at a body shop. They had to remove everything on the front including the fog lights. I want to keep the truck for a very long time so wanted it done right. I bought the grill surround on eBay also for $50 shipped. It was painted silver, I had it repainted along with the bumper cover. So all in all including the Roush grills I have $950 into the front end of my truck, but it will last for years.

With some sanding, you can make the thing paintable, it just takes a little time, it will be cheaper

i have the same problem. i've talked to a few body shops about painting it. all of them said that while you could paint it, you'll still have the texture. i know i'm planing on replacing it before i PTM. if you paint the textured piece, i'll be curious to see how it turns out!
good luck!

Sand the texture out, its the same as the mirrors, people smooth them out on a regular basis

I had a bunch of rock chips that stood out and large scuff. Mine is white. I sanded them out resprayed with a color match spray can. I did 3-4 coats fine sanding in between coats. The white base was smooth just needed a clear coat but ran out of time. Now I have to start all over as this was 6 months or so ago. This is white very easy, depends on the color you need.
