Question steering system

sequels like hell in the truck when cold and you turn the wheel. when the steering wheel is straight everything is fine. Goes away after car gets warm. My 05 didn't have this issue as far as I can remember, should I be concerned.

reservoir has plenty of fluid.
truck is 08
had oil change and checkup already
at 5500 miles

temp is -4F but has been doing this since it was in the high 30s

also in general when I got the truck it was about 50 deg or so out and it made a high pitched whine when started for about 1 min, only after sitting overnight.
Ford was unable to replicate...

any help is welcome, thanks in advance

Change your power steering fluid to full synthetic Mercon V. The synthetic fluid has better Pour point, fluid flows better during the cold temps.
