I have an upper cover from a late model 06 (black clearcoat) in excellent shape. I swapped it out when i did the bumper w/fog lamps from an 05 conversion. It's kinda bulky to ship, but I could give you a good deal on it if you're close enough to pick up. (southern md)

Go into your local parts store. Go to the paint section and look for the primer. You will find sandable/ filler primer. It will allow you to smooth out your textured bumper so it will be a smooth finish. I bought a can about 20mins ago for like $5..Then use your paint code to get PTM paint is a rattle can along with some clear coat to give it that extra shine and protection..
