What is this?

What is the key lock to the right of my rear license plate? I put my key in it, unlocked it, and the whole key assembly thing came off.

It's the spare tire acces hole lock.

It is a lock for your spare tire. If you pop it out you can access the nut to lower it down. With it in lace you can not lower your tire.

word of caution. Ford has protected our spares from theft with this locking feature. but dont lay the lock in the grooves of the bumper and open the tail gate. Some members have been changing a flat tire. removed the lock and put it in the grooves of the bumper to keep it from rolling away and opened the tail gate to put the flat tire in the bed. when the tail gate slams down on the lock they got big dents in the sheet metal of the tail gate. thus making a bad day even worse. just a word of caution.

Trust me, that lock will not stop anyone from stealing your spare. Locks only keep honest people honest. Yes, leaving something on the bumper is bad. The ONLY dent I have on my truck is from leaving something on the bumper & opening the tail gate.
