Well,
it's without a doubt against federal law and most likely against state laws as well. Whether it passes inspection or not depends on whether the computer detects a change and logs it, and how good of a visual the inspector does.
But I'd be more worried about the huge fine and prison term than anything else.
Lastly, you won't gain any performance cutting them off. This is 2006, not 1975 when cats first appeared and were highly restrictive. Today's are very free-flowing.

It will be quite a bit louder and you should see some gains in hp. I had a 2006 WRX and got almost 20 hp by running a 3" catless system. I was able to remove the CEL's with my tuner and it would pass inspection here in Texas. My dad has a SS Trailbalzer and his 1/8th mile times dropped from a 8.98 to a 8.75 by just removing the cats. Same track and same temp outside. I drove it before and after and I could tell a difference.
