Plugged cowl?


While washing my truck this morning I noticed the water was not draining as well on the drivers side cowl. After looking closer I noticed several of the holes are plugged. Is yours like this?
Its only taken me since Jan. 04 to notice this....geeez...
All the slots on the pasenger side are open.

In our area, where it gets cold in the Winter, we refer to them as Ice Cube Trays. I opened all mine so they would drain for that reason...

Mine has done this since day one, I had always thought it was normal, how do you open them?

Small drill bit at slow speed in the lowest point in each section.

I believe it's the wiper motor.
