Please Help!! Bull Bar Question

Alright I decided to tackle the install of my bull bar on my own. I don't have tow hooks so I ended up having to put in the mounting braket bolts in the frame (what a PIA that was). I have cut out portions of my air dam where the tow hooks should be and this is where I'm running into some problems. Everything lines up except I try to lift the bull bar into position to bolt it to the mounting brakets and it won't lift high enough. It's getting stuck on the bottom of the air dam. I haven't heard of anyone having to cut off the whole bottom portion of the air dam to accomodate these things in the past. Am I doing something wrong here?

I already have 2 holes in my air dam now so I want to finish the job, however I would like to do it with having to cut away the whole bottom portion of my air dam. Any suggestions? Thanks to all in advance.
