The best thing that I have ever experienced is called "Blech-White". Comes in a Red & White spray bottle. Excuse me if I mispelled it but this can be purchased at any Pep Boys, Advanced Auto or Autozone near you. This eats any dirt or brake dust that you have without having to touch your tire. I used this when I was in the detailing business and still to this day. Nothing comes close.

If you plan on keeping the stock tires by all means turn them around but if it just beacuse of cleaning save the money and get a can of comet and a green pad. That always worked on mine.
