I know from experience my local Discount Tire does both.

First, they dismount the tire and clean both sides. Then they apply glue to the plug and pull it through. They let it dry or use a UV light to help it dry faster. Then they grind down the inside and then use a patch over the hole. They trim the outside and you can't really tell. Since there is a bit more material there, they usually will balance the tire...

I don't see anything wrong with this do you?????????????

I have done both and todate have not had any problems with either. The one thing I learned real quick after I purchased my first new Ford was that the first stop after picking her up was the closest GoodYear dealer. The $5 charge /tire for Road Hazzard warrenty is well worth it. So far I have used it several times over the last few years.
