I test drove a couple F150 screws before I bought my 04'. Both times it was mid afternoon in 95+ degree weather. The AC seemed a little weak on both trucks. The fan blew ok but the air temp didn't seem as cold as what I'm used to. I shrugged it off thinking it may take a while for the AC to get good and cold.
I ended up buying a new screw and the temps here in Dallas are now pushing 100 degrees. After 300 miles I'm convinced these F150 AC systems are weak. And I've seen a couple posts about others with this same problem.
Question is... Is there a TSB on this?

The only way I can describe mine is...it seems to work 'just ok' if I'm sitting still after having just started the truck and letting it idle. If I drive off down the road, in a very short time it's blowing very nice cold air. Then after stopping again (after driving), it still seems fine...keeps me very cool on hot/humid days. It seems it's just when you start it up and let it idle that it doesn't work as well as it should.
Keep in mind that any A/C unit can "at the most" drop the air temperature by 20 deg. F. So if it is 100deg outside - the coldest you can get the A/C to cool the incoming air would be 80deg. This being said, A/C's are designed to also take the moisture out of the air giving it a "cooler" feeling. You might be experiencing the limit of your A/C's ability to cool the air coming in from the outside.
Also, you are able to get colder air by putting the A/C on recirculate because it is recooling the air it has already cooled enabling it too cool further. But then you run the risk of it freezing up - which is usually not the case in a vehicle.

I live in Phoenix and the temps are around 110. The air in my FX4 SCAB is horrible. I've put a temp sensor in the air outlet and the temp will get around 60 deg in the max ac mode...this isn't good enough around Phoenix. Under similar conditions, my 97 F150 would get down to the mid 40s. Dealer says everything checks out normal. My next step will be to complain to Ford corp directly.

I made a post in the HVAC forum a couple of weeks ago , the EATC in my 04 lariat just won"t cut it. Weak is a good term to use, as I feel it works at about 75% of what it should do . Do a comparison to another vehicle, and the temp on mine is 6 to 8 degrees warmer than several vehicles (all 04"s) , I think that is the best argument for me to use , to convince dealer of the problem.
Just like everybody else i took mine to the dealership and they said everything checked out fine. They told me that the MAX or recirc. made a difference of 10 degrees. I drove my dad's dodge the other day and got a little jealous on how cold his a/c got. But oh well I don't regret owning my Ford.
Answer to your question: yes....BUT, when i first got my truck it didn't seem to be getting "real" cold, but as time went on..its gotten colder and colder, now its as cold as my previous 01 XLT
Cold enough for me to shut it off regularly even on very hot days! I have a black car too so I was surprised at this. So far I have been fortunate that I haven't had any problems with my truck beyond that brake dust issue! Who knows though, only 1500 miles on it.
