Question I need help(Technical Question)

I am having problems with installing xenon headlight kit.Foglight xenons were installed first and i had no problems with them but further we tried to put on main headlight xenon unit and kit.Shorts and longs were working good at the start of the install but after a short period time like 30 minutes maybe less whenever i try to start the engine and ignite ,one of the lights either left or right goes off.We screw back the headlight to look for the problem and saw that the xenon head kit was burned.The shop tried it for 6 other xenon kit units and all of them got burned after some time.They even called the japs(was japan made) and they said they understand nothing and all they could do is to ask no money for 6 kits.Later on the shop tried to empover the 12 v that was coming to headlight from the battery by addinitional relays.The result was the same only the time to fail was a bit longer.The interesting thing the period of failure has no cycle it randomously get broke.My question is the headlights are attached to ignition and you can not turn them off they are always open is that something related to with my problem? if it is how can i seperate it and on my headlights manually all independent from igniton, i had no problem with foglights and they were also attached with main lights maybe that has something to it how can i also spare them to work by only itself??Any guys out there ever installed xenon headlight kits working properly could help me??I will be very appreciated to you if you can help solve my problem
