Question Key Lock by rear plate

This may be a dumb question but does anyone know what the key lock is for by the rear licnse plate.

It is a lock for the spare tire pully system, so no one can wind down your spare tire without removing the key. If you put your key in it and turn, it comes out, so you can then place the crank bar into the pully to get the tire down.

Kind of a cool idea

Unlocks the spare tire so you can lower it. Prevents all them damn crackheads from stealing it. Bastards stole mine on my 01 Screw. Hope they had a good smoke. Bastards. Oh well won't happen this time it's locked up.
