02 f150 4.6 rools over but no start

I've got an 02 f150 that just quit on me I've changed fuel pump 3 x changed fuel rail and still won't fire up checked all fuses and relays
Done volt test on injectors last night and the passenger side getting 8 volts but the volts would slowly climb to 8 and on driver side injectors I'm getting 12 I've been stumped on this going on2 weeks and I'm out of money what do ya think could be the problem plz

The fuel pressure can always be checked easily on these trucks because there is a schrader valve on the fuel rail. It could have codes without a service engine soon light. Have you checked the codes? When my truck would turn over on the starter but wouldn't start it was the PCM relay causing it. And it had a code P1000 if I remember correctly which means the battery has been disconnected, the codes erased, or the PCM isn't getting power. The first two didn't apply so I changed the PCM relay in the fuse box under the hood.
Yes I've put a scanner on there and it come up at first as p1000 ,p0232, and the code that's says the engine is disabled or immobileds becuz of pats but I erased after trying to clean all the body grounds and the next time I put it on there they come with the first 2 I mentioned 1000,0232 man I've tried alot of stuff and still have to put fuel in throttle body just to start it and it cuts as soon as fuel burned off...but can u tell me what could cause one side of injectors only getting a creeping 8 v and other side 12
If PATS ain't happy, the engine will never start. Make certain that PATS is happy. Otherwise, you're wasting your time with anything else. What is the state of the THEFT light and the odometer when the key is turned from OFF to RUN (not START)?
If measured accurately, you have a bad wiring connection of the problem side to the main switched battery power feed.
