No, it is opposite of what you posted.
"Actuator shaft" >> extended << is front axle lock up on the passenger side.
It moves a link arm to a 'fork' inside the housing that slides a wide splined collar on splined axle tips to connect them together.
Vacuum reversed to the Actuator reverses the action.
Good luck.

I think I said that.
The front CV is only locked in 4wd.
Don't use the words pushed or pulled when referring to the Actuator. It's vacuum actuated from an internal diaphragm.
Take the cover off and look at the position of the arm.
I said it is the opposite of how you stated it in your first post..
Why is this so difficult?

Confusin

So my husband started having this loud grinding metaly whirring type of sound coming from the front end. We replace the axles hub assemblys and locking hub actuators. The passenger side is not having any issues while the driver's side has had to be redone like five times now and nothing is helping. I'd love to pick anybody's brain if anyone is interested in throwing an opinion or advice on there. We are desperate at this point. Thank you!!

Truck details, please. It sounds like you are talking about 2004 or newer, which is a completely different system than 97-03. *IF* this is 04 or newer, read this thread :

Any further questions, start a new thread in the appropriate forum (either Other Powertrain or correct year group) instead of posting in an old thread.
