battery drain

If I remove the battery saver relay, the drain to the battery stops.
The relay is working correctly.
What would put a pulsing voltage to the coil of the relay?
The rear exterior lights (at top outside of bed) got full of water. I cut the hardness off and separated all of the wires but still a drain.
I put the harness and bulbs back on and one of the bulbs got fried.
Does anyone know where the wires go after they leave the upper exterior cab lights?
Does any one have a wire routing diagram with connectors (I am thinking that may be were the short is?

What are you working on? Can't see the truck through the Internet. What exterior lights at the top? The only one I know of on a F-150 is the 3rd brake light, you may have something that was added on.

Thanks for the reply. 1998 f150. Yes, you are right,I meant the 3rd brake light and cargo light was filled with water and the bulbs all fried. I cleaned the harness out and put an ohm test across each with no problem, but one of the new bulbs blew so I think it is a short somewhere. Although I removed the harness and separated all wires, so it can be shorting at the harness end. No fuses are blown. Do you know where the harness goes from the 3rd light? To the fuse box under dash or in engine area? I am thinking some of the wires are shorted together.
Although the light at the battery is a blinking light, until I remove the battery saver relay.
Thanks, I'd value any help.
