I have 1995 f150xl. 4.9l
ABS light is flashing, won't shift out of park, have to do the little trick of turning key to just before on to shift. Brake fuse Keeps blowing as soon as I step on the brake, checked all the bulbs and they are good, replaced brake light switch behind the brake pedal, could it be the shift interlock? And where is it? Looked through the Hanes manual and can't find any reference to it.

It won't shift out of park BECAUSE the fuse is blown. The shift solenoid gets released when the brake lights come on. Of course, with a blown fuse, the lights can't come on and the solenoid cannot release.
As glc alluded to, you have a short circuit to ground in the brake light circuit.
