Ouch. Now that's rotten.
I would recommend seeing a local welding/fab shop. Then again, I don't know if anyone will touch that for liability reasons.
What they would probably do is have you cut the front frame on a donor and have them weld it in. Problem with that is frame alignment when they weld it in, your truck might turn into one of those sideways driving trucks (edit: couldn't think of what it was called.. lol -- crabbing or dog tracking). Or just grab another complete less rusted frame from a donor truck.
In fact, I'd carefully check the rest of the frame over to make sure your truck isn't going to split in half on the freeway.
You might be looking for a new(er) truck in the very, very near future.
