2003 insterment cluster

Been looking into buying this '03 reg cab long bed 4.6. A day or two after I looked at it the owner sent me this video of the gauges not working and flickering a little bit. Is it an easy cheap fix, or do I pass on this deal?

It might be cold solder joints in the gauge cluster... but it makes me leery that the seller is sending you a video of the gauge cluster not working right.

Swapping gauge clusters is a pain because of PATS.

Then you probably need a new cluster, then have the PATS taken care of. It can cost up to $1k.
