99 F-150 won't start

I went outside to go to work and come to realize that my battery was dead or so I thought. Then as I turn the key and when in the on position my gauges all of them max out and then fall back slowly with a winding noise and when turning into run position truck won't start well I had a jump start to get too work and had NO GAUGES,NO STEREO, NOTHING BUT truck was still running. Truck died on me before I got to work bout 10 miles down the road took battery in was bad so replaced it with new. Same thing gauges max out kinda winds back down. If someone could please shed some light on the problem checked my fuses nothing found so far I could use some help. If anybody has been through this before please let me know.

Get the alternator tested. Check the GEM (behind the fuse block) for water damage from a leaky windshield.

Agreed ^^

Just to add the thought, pretty sure that there was a "in line fuse" on one of the alternator cables or battery cables. Might be good to check them out as well and make sure there is good connection and continuity on both power and ground cables. Sometimes the cables can corrode from the inside out.
