If you have the 4x4 light on the dash but the front axles are not engaged, go to the right hand fire wall solenoid behind the battery.
Check if there is vacuum present on the lower tube from the running engine.
It should measure 20 inches on a vacuum test gauge or at least a noticeable pull on a finger test, blocking the hose end.
Slide the lower hose back onto the lower solenoid port, operate your dash switch to 4x4H.
Measure the vacuum at the top port of the solenoid.
If little or no vacuum is pulled through the solenoid port, suspect the internal valve is frozen inoperative and check fuse 23 under the dash fuse panel.
To loosen the valve, spray some cleaner in both ports and operate the dash switch a number of times, then check for vacuum at the top port again.
If all is ok, and still no front pull in, suspect the vacuum actuator on the driver side of the front carrier behind the front cross member.
Remove 3 cover bolts.
Look at the actuator and see if it will move at all or is frozen.
The Actuator is held in place with a C clip and backs out of the mounting with persuasion getting the link out of the tip slot.
The vacuum lines plug into the top of the unit.
Test both actions with a hand pump for operation and leakage but with no more than 20 inches of vacuum drawn on the Actuator for each test.
A hint: the firewall solenoids are a 3 port device. Under the little round cap is the third port with a small filter element. Apply some cleaner through this port to help in releasing a frozen internal valve.
