On a 03 the vents on top the dash by the side window is for defrost? I can't tell on mine when the most air comes out of it on defrost or panel.

Those work in defrost - to keep the side windows defogged. There shouldn't be anything coming out of them when set to panel only.

I just don't get much air coming out of my top vents in defrost.

Not much is going to come out of those. Most of the defrost air goes to the windshield.
