I would verify if you are getting fuel pressure or not. It sounds like you are not without jumping the relay.

Do you have a fuel pressure gauge? I don't have the specs handy, but I'm sure that you can search this sight and find out what psi you should have with the key on.

Sure sounds like the relay is bad.

Can I ask why you have not looked in your owner manual and identified what the 103 fuse is for?

Why run to coil packs, plugs and filter on a wild guess. What would these items have to do with blowing such a large fuse?
The 103 is a 50 amp fuse powering the central junction box that powers a lot of other circuits.
Think maybe that is why the motor won't start?
50 amp fuse is a pretty big fuse size. Be careful of a serious short that could burn wiring if you try to force the issue by replacing the 50 amp fuse without doing some serious investigation.
One reason the motor won't start is the PATS system likely is out of power.
If this is the case the motor will not get any fuel by design as theft protection it is supposed to do.
Good luck.

If F103 is blown, the wole CJB is dead (unpowered) and the truck will never run.

Probably other case of LWS (Leaky WindShield Syndrome).
